I don't know this project well so I would spent a month on fixing small stuff here and there and the other two implementing what's missing. I know Python and Django and this would be relatively easy for me.

No, no... i'm not talking about Apple here. I just think that some kind of Octave Notebook would be great (as is iPython Notebook) and I would like to integrate Octave in iPythonNotebook. I would also try to make the notebook to work with python and Octave at the same time (on different cells). This project is more an idea than anything else but I'm open to discussion :)
