The instructions for WSL don't seem to be for WSL. I just installed Octave by starting WSL Ubuntu and typing: 

    sudo apt-get update
    sudo apt-get install octave

The only issue is no graphics. That is why I came here. 

    octave: X11 DISPLAY environment variable not set
    octave: disabling GUI features

Plot gives me a nice text graph.
