Kickoff

Update gnulib to latest version

Completion Date:

    • Remove all deprecated functions (either OCTAVE_DEPRECATED in C++ or scripts/deprecated for m-files) scheduled for deletion in default branch
    • Move NEWS file to backup in etc/NEWS.X
