If you're running FreeBSD you have two options: you can build from source (via ports) or get the precompiled package:

The easiest way to obtain GNU Octave is to install the precompiled package as root user:
 
pkg_add -r octave
 
Another possibility is to build Octave from source via Ports<ref>https://svnweb.freebsd.org/ports/head/math/octave</ref>. Make sure you have your Port tree updated.
