Octave can be built on cygwin too !

Pre-requisites

   vi /usr/share/texmf-dist/web2c
   

Change

   TEXMFLOCAL = $TEXMFROOT/texmf-site

into

   TEXMFLOCAL = $TEXMFROOT/texmf-site:$TEXMFROOT/texmf

Then run

   mktexlsr
